A Power Automate Free licence costs nothing and covers creating and running cloud flows with standard connectors only, without sharing them. A Microsoft 365 seat adds similar seeded rights.
Power Automate plans and prices
Power Automate is licensed three ways: per user (Premium), per automation (Process and Hosted Process), and per tenant (Process Mining add-on), plus a no-cost Free licence. Prices below are Microsoft's published figures, paid yearly, read on 2 September 2026. Everything beyond these is quoted through Microsoft licensing agreements rather than listed on the pricing page.

What each Power Automate licence includes
The licences differ in daily action limits, connector access, bots, AI Builder credits and Dataverse storage. Free and Microsoft 365 seeded rights share a 6k daily action limit and standard connectors only. Premium adds premium and custom connectors, one attended bot and process mining. Process carries one unattended bot and 250,000 actions a day, allocated to an automation.

Rows read on 2026-09-02 from two Microsoft Learn pages, "Types of Power Automate licenses" and "Deep dive on specific licenses". Those two pages disagree about one cell: the types page says the Free licence covers "authoring and running desktop flows locally (attended)", while the deep-dive entitlement table lists attended RPA as not included on the Free licence. Both wordings are Microsoft's own, so both are shown rather than one being picked.
Hidden costs: bots, action limits and trials
The plan card shows one meter, but Power Automate runs several at once: per user, per bot, per tenant and per daily action. A Microsoft 365 seat is not a Power Automate licence for premium connectors. Each parallel unattended desktop flow needs its own Process licence, and daily action ceilings apply on top of the licence price.
The free licence is real, and narrow
Microsoft states that basic Power Automate capabilities are included at no cost for work or school accounts in a Microsoft Entra tenant, covering cloud flows and standard connectors. The boundary is sharp: no premium connectors, no custom connectors, no AI Builder credits, no Dataverse storage, and no sharing — "You can't share flows when you use the Free license".
A Microsoft 365 seat is not a Power Automate licence
Microsoft 365, Dynamics 365 and Windows licences carry what Microsoft calls seeded rights: create and run cloud flows with standard connectors, at 6k actions per user per day. Premium and custom connectors are only included when the flow is in-context and associated with the application the licence came from. An isolated flow using premium connectors needs a standalone Premium licence.
Premium is priced per person, Process per automation
Premium is a user licence at $15.00 user/month paid yearly. Process is a capacity licence at $150.00 bot/month paid yearly, allocated to a cloud flow or a machine rather than to a person. Microsoft is explicit that capacity licences aren't meant to replace user licences, because creating automations still needs a licensed user.
Unattended work is billed in bots
Each Process licence carries one unattended bot, and each Hosted Process licence one hosted bot on a Microsoft hosted virtual machine at $215.00 bot/month. To run several unattended desktop flows in parallel, Microsoft's instruction is to buy Process licences for the maximum number of runs needed in parallel.
There are two different free trials
The pricing page advertises "Start automating for free with a 30-day trial". Microsoft Learn describes two things: a self-provisioned Power Automate Trial licence that "lasts for 90 days" and includes premium connectors, attended RPA and unattended RPA; and admin-managed trials of Premium, Process or Hosted Process that "have a 30 days lifetime" and can be extended once by another 30 days.
Action limits are a second meter
Alongside the licence price sits a daily action ceiling: 40k per user on Premium, 6k per user on Free and on Microsoft 365 seeded rights, and 250,000 per day per Process licence. Up to 10 Process licences can be stacked on a single cloud flow, or one can be assigned to a flow group to share 250,000 actions per day across up to 25 cloud flows.
Is Power Automate worth it? Alternatives to compare
Power Automate is strongest for organisations already on Microsoft 365 that need desktop RPA or Microsoft-centric flows, since seeded rights cover basic cloud flows at no extra cost. Per-user and per-bot licensing gets expensive for large teams or many parallel unattended runs. What does Power Automate cost if I already have Microsoft 365?
Nothing extra for the seeded rights, which Microsoft says entitle a user to create and run cloud flows with standard connectors at a 6k daily action limit. Microsoft's seeded-licence comparison table lists premium and custom connectors as not included for a Microsoft 365 licence. Across the seeded family more broadly, Microsoft says those connectors are included only when the flow is in-context and associated with the application from which the licence is inherited, and that if the cloud flow is isolated and has nothing to do with the application, then a standalone Power Automate Premium must be purchased.

What counts as a bot in Power Automate pricing?
A bot is the unit of desktop-flow execution, not a piece of software you buy separately. Microsoft's licensing documentation says the Premium user licence bears one attended bot, each Process licence bears one unattended bot to be allocated to a machine, and each Hosted Process licence supports one hosted bot on a Microsoft hosted machine. Running several unattended desktop flows in parallel therefore means buying a Process licence for each parallel run.
